The Stand Fan is a Fankind weapon, and as such, will either slot into your Fankind Strife Specibus or create a new one. Attempting to equip the Stand Fan when your Strife Specibus has four other specibi will result in the weapon being captchalogued.
The Stand Fan does 3.8 damage and it can attack 1 time in a second.

The Stand Fan can either be created using a Cruxite dowel from the Explore Antheum tab while in Sburb, naturally in Dungeons, through Alchemizing, or the following maps:
